All items on the Consent Calendar are considered to be routine and will be approved by one roll call motion unless a request is made at the beginning of the meeting that an item be withdrawn or transferred to the regular agenda.

1.Approval of Waiver of Full Reading of Ordinances, per Government Code Section 36934 (Allows Ordinances to be introduced or adopted by the Town Council without the full ordinance language being read into the record.)

2.Resolution Authorizing the Town Manager to Execute an Agreement with Impact Sciences for the Preparation of a Mitigated Negative Declaration for Site Development Permit 07-001 (Jan Sterling, 125 Fox Hollow Road), in an amount not to exceed $20,000. Resolution No. 2007 - ___ (Authorizes the staff to have needed environmental review done in support of a pending application for creek stabilization.)

3.Monthly Investment Report for October, 2007. (Provides the Town Council with a report on the month’s investment activity, pursuant to State law.)

4.Reappointment of Richard Tagg as the Town’s Representative to the San Mateo County Mosquito Abatement District for a Four-year Term Ending December 31, 2011. (Formally indicates the Council’s desire for the incumbent appointee to serve another four-year term.)

5.Resolution Acknowledging Participation in the San Mateo County Sub-region for the Regional Housing Needs Allocation Process (RHNA) and Accepting the Assigned Housing Share. Resolution No. 2007 - ____ (The Town chose to participate in a county-wide approach to the allocation of needed housing units for the next update of each jurisdiction’s Housing Element.)

The Mayor will declare the public hearing open. Town staff will present a staff report on the aspects of the application or issue, which will be followed by staff recommendations. The applicant or his/her representative may make a presentation. Thereafter, those in support of or in opposition to the proposal may speak. When all interested parties have had an opportunity to be heard, the hearing will be closed. After that time, no further discussion from the floor will be held. The Town Council will consider the evidence and either approve, disapprove, or continue the item to a subsequent meeting date.

6.Appeal of the Planning Commission’s May 2, 2007, Decision that an Existing Non-conforming Accessory Structure is a Garage with an Accessory Dwelling Unit on the Second Floor, and that the Issuance of Building Permits to Change the Garage to Finished Space Constitutes a Change of Use in Violation of the Provisions of Section 153.300(C) of the Woodside Municipal Code - Jerrell Jimerson and Alison Pape, 205 Eleanor Drive. (This item was continued from the September 11, 2007 meeting to provide time for the review of materials submitted by the appellants that evening.)

7.Adoption of an Ordinance Amending Woodside Municipal Code Chapter 115: Stables. Ordinance No. 2007 - ____ (The Town Council will accept public input on proposed changes to the Town’s stable regulations, developed by the Town’s Livestock and Animal Control Committee and designed to facilitate understanding of the regulations. This item has been previously considered on June 26, July 24, and October 9, 2007, at which time it was introduced by the Town Council. If adopted this evening, it will become effective in thirty days.)

8.Request for Relief form a Fine Levied by the Planning Director in Accordance with the Provisions of Section 153.178 of the Woodside Municipal Code Concerning the Destruction of Significant Trees (510 Mountain Home Road, Fisher). (The property owner is asking for relief from the $22,500 fine assessed by the Planning Director, which was determined pursuant to the provisions of Municipal Code Section 153.178.)

9.First Quarterly Budget Review for 2007-08 and Resolutions Amending the 2007-08 Adopted Budget and the 2007-08 Salary Schedule and Classification Plan. Resolutions No. 2007 - ____ and No. 2007 - ____ (Presents a comprehensive review of Town fiscal status after one-quarter of current fiscal year performance, recommends a series of budget augmentations based upon that review, and proposes adjustments to the Town’s salary schedule, based upon a review of market conditions.)

10.Appointment of a Town Councilmember to Represent the Town in Negotiations with the City of Redwood City Concerning the Affordable Housing Allocation of the Cañada College Housing Project. (Redwood City has appointed a team comprised of one Councilmember and one staff member for this purpose.)
